CAPR 60-3, 26 December 2012, is supplemented as follows:

     1-5b5(a) Added. Incident Commanders (IC) kits must contain the following items (as a minimum) in either electronic or paper version.

          1. CAPR 60-3

          2. This supplement

          3. Print or digital copy of the Twin Cities and Billings Sectional charts (need not be current).  Digital copies here.

          4. Print or digital copy of a North Dakota road map.  Digital copy here.

          5. Print or digital copy of the North Dakota Atlas & Gazetteer and/or Delorme Topo maps (or equivalent).

     1-21a Added. All mission forms, reports and reimbursement requests are to be forwarded to Wing Headquarters immediately, but not later than 5 business days following the close of a mission.

          Flight Radar 24 or Flight Aware is also helpful in tracking our ADS-B aircraft.

                  Flight Radar 24 <—Does not require log in but does time out.

                  Flight Aware  <— Does not time out but does require you to log into to see our aircraft.

Documentation required of all Incident Commanders that must be kept in WMIRS:

The items listed below are required in WMIRS missions. Mission ICs must ensure all items below are documented properly.

  1. You (or your MRO) must use the WMIRS Comm Log in communicating with other mission participants by either phone or radio whether you have a Comm operator or not. A paper log is acceptable but must be uploaded to mission documentation upon completion of the mission.
     
  2. The IC must use and update the Unit log as IC. If you don’t want to do this in WMIRS, you must complete a paper IC log and upload to the mission documents folders to be kept with the mission for future reference.
     
  3. You must use an ICS Form 201, filled out properly and uploaded to the appropriate documents folder of the mission. This must be done for all missions, actual and training; A, B, or C. 
     
  4. All actual missions must contain a Report to an Outside Agency. For a search and rescue, this is the CAP Form 122 that AFRCC requires. They often just ask us for this info over the phone. If you don’t upload either a completed form or a synopsis of what was reported by phone, we could be tagged in a future CI. For other agencies requesting our service, a closing report uploaded to WMIRS is mandatory. For exercise operations, an After Action Report (AAR) is an appropriate document.
     
  5. Form 70-9s must be uploaded to the mission for any non-CAP or non-USAF passengers. With the latest regulations, WMIRS must have a copy of the Form 70-9 uploaded to the respective sortie documentation at the conclusion of any sortie.
